If "hardcore" to you means "remove half the game and kill roleplaying by arbitrarily killing PCs and making development pointless for players", then yes, this is "hardcore". For the rest of the world, it's just edgelording and a desire to neuter the ability of PCs to accomplish anything significant. Completely a waste of $3.50 plus tax.
