This book is two things in one -- it's firstly an examination of how the Dragonblooded make war, with similarities to both The Art of War and The Book of Five Rings. Secondly, it contains an extensive section that patches up many of the rules holes in the 2nd Edition Dragonblooded Charmset, as well as providing some new ones (focused mainly on warfare, the theme of the book).
It's well worth picking up -- even if you're not interested in the in-character first section (which would be a mistake), working Charms for the most commonly encountered type of Exalt are probably going to be useful for most games, and the extensive errata makes many of these Charms more thematic and interesting. Needless to say, it's invaluable for a Dragonblooded game.
I would like to see something along these lines for the long-promised Scarlet Manual of Proper Bearing at some point -- this gives a good picture of the Realm and the capabilities of the Dragonblooded at war, and I think it would be interesting to see a similar work treating them when they're not continuing politics by other means. This is not to detract from the book at hand, however, which is well worth its cost.
