As others have pointed out, the sequencing of the rulebook could be much better, following the stages of the game:
Character creation
Mission Preparation
Heist
This is not a complex game in terms of weight, takes around 1/2 hour to setup and play one heist, and it offers lots of interesting tactical choices with minimum overhead.
I've never played Yahtzee before, so the dice system is new to me and I love it - there's constant push-your-luck but you are never out of options - there's always something interesting to do on every turn.
Controlling the enemies is not overwhelming and while at first I thought that it would be a bit too simplistic, it actually creates a puzzle where you weigh your chances of success on the dice versus the most likely actions that your enemies may take.
Overall an excellent design that will require some back and forth in the rule book in the first 2-3 playthroughs.
