Philadelphia by Night is a historical city setting for Vampire:The Masquerade. A lot of the material can be used with any edition of the game, there are just a few stablocks written with V20 rules. The layout on this supplement is extremely well done and compliments the art well. Visually this is an amazing book.
Chapter 1 An introduction to the book, letting the reader know what to expect.
Chapter 2 gives a history of Philly. Full disclosure I've only ever been to the city once, and even then it was only to switch trains on a trip to Chicago and my knowledge of the city is limited to movies and Eastern State Penitentiary from one college course 20 years ago . If this chapter is historically accurate it is very well researched and if not its a great work of fiction. It then gets into the Kindred history of the city.
Chapter 3 introduces the reader to the Kindred who reside in Philadelphia. Like all well round NPC chapters I've ever read, there's at least one that I want to kill in game. Looking at you Roualeyn George Gordon Cumming.
Chapter 4 is a guide to the setting. It gives you everything you need so you don't have to pick up Victorian Age Vampire to get a sense of playing a vampire in the 19th-Century
Chapter 5 a chronicle to get the reader started. A great tool for a Storyteller on how to get you started playing, while giving plenty of hooks useful for continueing the campaign in the city.
Overall this is a really well done book top to bottom. And I'm saying this as a person who is not a fan of VtM games set in a historical setting. If you like VtM and historical settings, you should buy this supplement.
