For my home game, the Tome of the Dragon contains the complex ritual needed to make a dracolich. Even understanding the magic requires a high level wizard, and one deeply immersed in the necromantic arts. The exact steps for the ritual can be up to you as the DM. Whatever you decide, your necromancer character would likely have to find exotic spell components to complete the ceremony. This could easily send them on another quest, or require them to pull in favours from powerful NPCs.
Authentic copies of the Tome of Dragons exist in some of the oldest and largest libraries, but they have been transcribed, many of them poorly. Only if the characters have Sammaster's original tome, written in his own hand, could they be certain there is no error contained within the spells. Some say that Sammaster made many notes in the margins of his tome, expanding his personal understanding of the magic. Since Sammaster's death centuries ago, the original tome is believed lost, though it is said that Sammaster held it in his hand at the moment of his defeat.
