Being a pseudo-fan of anime and hentai, I was interested in seeing what this book had to offer. Alas, I was to be a bit disappointed.
Black Tokyo is not very well presented. The writing is average, at best, and there are only three good pieces of art in the entire book (one of the good illustrations is a gun). Considering the huge amount of hentai artists available across the internet, one would think the company would have taken the time to acquire a better artist for this project.
The feats presented range from the mundane (giving bonuses to sexual encounters; similar to the BoEF) to abilities that give one's character full, off-scale supernatural powers (transforming one's sexual organs into weapons, mind control, and more).
The campaign setting of Black Tokyo reflects more on the darker and sadistic hentai series available -- Urotsukidoji and the more gore-tastic hentai series -- as opposed to lighter, "lets have lots of inappropriate sex" hentai film available. Rape and oppression seem to be the norm.
To be fair, one is able to customize their hentai campaign as they see fit. This book may provide some interesting inspiration for a hentai-based game. However, as a setting book and resource material, Black Tokyo leaves a lot to be desired.
