Backgrounds are awesome, as they add flavour to the world and your characters without considering things like levels, monsters, or other "crunchy" things. The backgrounds provided here are quite fine, with the Confidant being something like Varys from Game of Thrones and the Citizen Guard being something every campaign has. I will note the Confidant ability ("You Can Confide In Me") is a bit mechanically janky, so each use will probably require re-reading it. Other than that small quibble, this is an excellent supplement.
