Trouble in the Old City is a reasonable module. It provides a compelling problem for the characters, has an intelligently motivated villain, and introduces a few creative touches. The affliction that affects Ylraphon is neat, and the module's supplement at the back that provides a table for fleshing out the affliction is an inspired touch. The downtime activity of joining the Ylraphon Adventurers' Guild is also great. And the concept of the sunken Inn providing a dungeon is magnificent. Big props for that in terms of creativity and ambiance.
On a structural level though, this module has some flaws. The maps are unclear to the point of being unhelpful. I can't find letters on the inn maps that correspond to the text in the adventure, and the town map is so big and so full of unnecessary information as to be irritating. A big urban map is great in a sandbox module or a setting supplement, but inappropriate for a Convention module where the DM has to glance and respond rapidly and on the clock. The open-ended structure of the hooks and exploration in the early section of the module is also needlessly complex and liable to cause delays and confusion for DMs. It is quite difficult to successfully pull off a sandbox style of exploration logistically in one of these AL modules. The writers might refer to DDEX 2-10, Cloak and Shadows, which is among the best written sandbox AL modules (in my opinion) for pointers on future efforts or potential revisions.
Ultimately, this is a fine module, much better than the sequel, Down the River of Snakes, and although its shortcomings make it a bit frustrating to run, it is nicely conceived.
