Ran this scenario as a side quest for Waterdeep Dragon Heist with the water elemental attacking while the party were on their way to find a bronze dragon scale outside waterdeep harbour. It worked great, easy to run and the players really enjoyed the Eel Peoples surprise death electric shock.
