Although the concept of expanding the downtime system with a system of randomly generated events, this document doesn't provide the DM with the tools necessary to do so. The system in this document provides static challenges and rewards that do not scale by level or number of PCs. Therefore, at low levels this document could possibly overwhelm the PCs and at higher levels will provide no challenge whatsoever. Following with this, the rewards are very underwhelming and are likely to be uninteresting or of no consequence to many PCs.

This system could be greatly improved with a system that scales from levels 1 to 20 and by number of PCs. In its current state it is really only useful for a sliver of time in most campaigns. Use the official DM guide for a much better workflow for creating downtime events.

Thank you for your interest, and taking the time to write a review. I am confused by the expectations this review reflects. I agree that the sort of full-fledged encounter tables described in this review would be immensely useful for generating urban adventures. But, the description of this work is a nudge players during downtime rather than serve as a guide to urban adventuring. Your experience may be different; but, at my gaming table, downtime provides context but is expected to be something dealt with relatively quickly in order to move on to the action.
