A lot of M&M supplements are basically just boil-in-the-bag new characters to be dropped into an ongoing campaign - they may save you a little time, but you may well still have to do some adaptation work.
The Template Tome is a bit different - there are a few new builds, but most of the book is taken up with fifty or so templates which can used to modify existing statblocks (eighteen 'core' ones with a couple of variants each), ranging from 'rubbery' to 'gigantic' to 'meditative'. Happily, these mostly mix and match quite happily, and I am looking forward to finding a way to introduce Radioactive Gun-toting Undead thugs to one of my own games.
In other words, rather than sparing you the need to be creative by providing a few new characters, this book gives you the tools and material to inspire your own creativity, which is surely much more satisfying. Admittedly, applying these templates takes a little more work, but that's a reasonable trade if you ask me.
The presentation of the material is also extremely pleasing, with excellent art and layout. In short, I think any M&M GM worth his salt would find something - probably many things - of value in this supplement.
