This is exactly what it says...a bunch of NPC's who make up a city council. What more do you want?<br><br><b>LIKED</b>: Each NPC has a colour picture and a few nice hooks. The players get a feel of the NPC from looking at the pic - very handy.<br><br><b>DISLIKED</b>: Not much really, it does exactly what it says on the tin. <br><br><b>QUALITY</b>: Very Good<br><br><b>VALUE</b>: Very Satisfied<br>

This product could be helpful, but I was hoping for something more generic.

It's an okay product for a set of pre-generated NPCs replete with pictures, but you may not find all of them (or their situations) to your taste. I know it will take a lot of work to move them into my campaign, but there are some good ideas in here nontheless.
