Well-developed and flavorful. I have an extremely difficult time, however, understanding how this is remotely balanced. The Dragon Attacks and hybrid transformation are cool and everything, but seem way too powerful as burst damage methods at low levels.
Rogues get 2d6 sneak attack at level 3, but are generally pretty squishy. At level 2 this class can have an inherent elemental resistance for its dragon patron, barbarian rage resistances for a turn, can fly for a turn, does a bit of additional damage on hit, and crits on rolls of 18-20.
Then, at level 3, can create a magical weapon and do a sweeping attack on any number of targets within 10 feet that does weapon damage plus 2d4 elemental damage. Or you can attack 3 enemies, each within 20 feet of the last with a thrown shield for weapon damage plus 2d4 damage. Or just one enemy twice for 2 * (weapon damage + 2d4) damage. Oh, by the way, you get +1 AC while able to do that first attack, or +2 if you choose to be able to do the second.
I get that the ability to pull off these types of attacks is limited, but you regain your resource on a short or long rest. Without even considering the numbers that'd come out of these calculations, it already seems broken. Needs balancing changes desperately.
