Abstract: Very Good, but too much information to just cherry pick.
Ever thought "Gosh my players really made short work of that monster" or "i wish i could find something more challenging and unusual for them to encounter"
well then allow me to introduce you to Dweomercraft: Lich.
It takes the standard Lich - "look guys a Lich, wheres his phylactery, hey Paladin you deal with the body while we find it" and turns it into "what do you mean you cant find it, Arrgh"
as a quick overview the book delves into a whole range of options to improve on your basic Lich, you could even use a lot of the ideas inside on other intelligent undead.
not much is mentioned on down powering the Lich template, although you could reverse engineer the modifiers within the book to make less powerful Liches.
the book consists of 12 chapters
chapters 1-4 contain most of the information you'll use for a standard Lich based adventure
chapters 5-12 have more information for building the campaign around a Lich or group of Liches.
Chapter 1 Deals with a basic introduction to the vocabulary and Ideas used in the book
Chapter 2 is the guide to making a Lich
Chapter 3 expands on the information in chapter 2 to add variations and abilities to the basic Lich, including a nice array of pre-Epic and Epic prestige classes for Liches
Chapter 4 gives you a range of magics spells and a couple of additional tools to use (Bone Runes, and Rituals) there is a section on Truename magic but it is a different system to the one for the Tome of Magic. still usable however.
after these sections the books goes into further details on the nature of being a lich, how to fight them, the views of the gods, and finally ends up with a section giving some new monsters (nice flavor) and some personalities mentioned earlier in the book.
Artwork is sparse but of a reasonable quality.
The book suffers a little from trying to do far more than most GMs require. but this isn't a bad thing, given the current price its more than worth its 105 pages.
Some referencing to the various sources and a little bit more generic information would be useful. but taken as a whole the book is an excellent source for making Liches your villains.
I would put a print version of this book right beside the Draconomicron and Champions of Ruin.
