The Starship Construction Manual, Volume #1: Confederation, is a starship design and customization system for Goblinoid Games' Starships & Spacemen 2E Role Playing Game. Everything you need for designing and building your own Galactic Confederation starship classes for use in the game. This rules supplement introduces a resource management based starship design system, 22 new systems including five new weapons, three new starship classes, and one new starship sub-class. This manual also describes ways to customize your starship designs with rules upgrades, retrofits, refits, design flaws and guidelines for fleshing out your own hero ship design.  While designed for use with the Starship & Spacemen 2nd Edition rules this supplement can easily be modified for use in other sci-fi game systems as the mechanics are based on resource management.
