    In the largest and wealthiest lands, success breeds problems that may not have been expected.  The elite gather to set policy, craft plots, and then tell the rest of the people what is going to happen to them, like it or not.  This is the world of the courtiers, those folks who have influence over the king; those folks who can change the destiny of those not allowed into the room.

    But how do you handle courtiers in a role-playing game?  Are they massively powerful warriors or spell throwing mages?  No, their power is completely different and in many ways vastly more impressive.  These are the folks that are hiring adventuring parties, and that makes them even more powerful, but so much harder to design and control as a GM.
