This book requires the use of a What’s O.L.D. is N.E.W. core rulebook.  It is fully compatible with the starship combat rules found in other WOIN products.
The Starship Construction Manual enables you to design, build, and customize starships for use with the What’s O.L.D. is N.E.W. roleplaying game.  Hundreds of components, from FTL engines to control computers, torpedo bays to particle beams, hangars to deflector shields, all combine to create vessels from the smallest yachts to the greatest battleships! 
 
Additional advice on funding starships and specifications of nine well-known vessel types make this manual required reading at the Navy Academy.
This guide for the What’s O.L.D. is N.E.W. roleplaying game system gives engineers and starship captains the ability to upgrade and modify their ships, or to design and construct a complete starship from scratch. It contains details of engines, computers, and hulls, along with many more systems which combine together to make a starship.

Starship construction is a technical process, and is designed for those players who enjoy ducking into the nuts and bolts of the system and tinkering. Most captains simply purchase a ship, and perhaps have the engines upgraded; however, spending time on optimizing a starship design can be very rewarding to those so inclined. This section, therefore, is detailed and sometimes complex in nature, with many inter-relating figures and components.

When designing a starship, the engineer will need to consider a whole range of factors. Every single component has its own specifi cations, quality, size, type, and model number; the engineer will choose a hull, command and control systems (computers, sensors, etc,), engines and power sources for both sub-luminal and FTL propulsion, weaponry, shields and point defenses, armor, superstructure, plus scientific, medical and leisure facilities and crew accommodations. All of these things funnel down into a much more simple set of values for use in actual play.

Building and customizing starships is not required, of course. This rulebook also contains a number of standard starship designs that you can purchase and use.

I'm confused by the sample designs. The Junker has a Messhall for 4, and a Messhall is 4 CU/crew, so how can the Junker have only 9 CU used? The Messhall alone should be 16 CU.

Or take the Murphy from the main rules. Sickbay(5) = 15 CU. Messhall(10) = 40 CU. Laboratory(5) = 20 CU. ZM2 Shuttle Bay = 25 CU. Haven't even gotten to the weapons and stuff. How can it have less than 100 CU used?

I also don't get the balancing of equipment on the charts. The Endeavour Cruiser has shields: 4x Satellite Yards MSM-1 combat deflector shields. But for the same total shield power, it would be better to have 3x Satellite Yards MSM-2 combat deflector shields, or way cheaper to have 5x Mekhdiev LSN-2 navigational deflector shields. Many of the equipment entries seem, well, just lousy in comparison to others.

The MSM-2 shields weren't available when the Endeavour was built; they're a later, more advanced model of shield generator. I'm sure a refit would involve an upgrade of that tpe. The Endeavours have been around for a few years on long multi-year missile. Some components are most definitely better than others. The number at the end of the component number (1, 2) can usually indicate its relative age.

There is some errata coming for the cargo space in the sample ships - they use an older CU/class chart.

So content of this book is not included in the newly released "N.E.W. The Science Fiction Roleplaying Game" book, do I read it correctly?

These products were created by scanning an original printed edition. Most older books are in scanned image format because original digital layout files never existed or were no longer available from the publisher.

For PDF download editions, each page has been run through Optical Character Recognition (OCR) software to attempt to decipher the printed text. The result of this OCR process is placed invisibly behind the picture of each scanned page, to allow for text searching. However, any text in a given book set on a graphical background or in handwritten fonts would most likely not be picked up by the OCR software, and is therefore not searchable. Also, a few larger books may be resampled to fit into the system, and may not have this searchable text background.

For printed books, we have performed high-resolution scans of an original hardcopy of the book. We essentially digitally re-master the book. Unfortunately, the resulting quality of these books is not as high. It's the problem of making a copy of a copy. The text is fine for reading, but illustration work starts to run dark, pixellating and/or losing shades of grey. Moiré patterns may develop in photos. We mark clearly which print titles come from scanned image books so that you can make an informed purchase decision about the quality of what you will receive.
Original electronic format
These ebooks were created from the original electronic layout files, and therefore are fully text searchable. Also, their file size tends to be smaller than scanned image books. Most newer books are in the original electronic format. Both download and print editions of such books should be high quality.
