The cultists have made a pact with a kobold tribe, hiding their secret temple behind the cave where to kobolds live. The kobolds get a bit of coin and some weapons and feel very clever for making such a deal. The cultist on the other hand can use the kobolds for foraging, as guards and as scapegoats should things go south.
