This took me a long time to review because although Fudge is an easy system to learn and has many options, this game has very subtle aspects and is a high-trust game for serious roleplayers and experienced gamemasters. The overview is you are in a sword-noir genre, so if you are familiar with the film noir genre and combine it with fantasy and maybe a dash of pulp this is an excellent place to start. Warning: there is no strong setting, and it really needs that in my opinion -- or at least something more than the reading list provided. The genre is strong and several examples are given, but this is part of game to create your own that I think needed a bit more guidance for GMs.

This pdf is tough to evaluate. On the one had, it has VERY LOW production value: zero art and lots of white space. A lot of the text and indeed the concept of the game are taken directly from Sword Noir, a very high production value pdf. Tales of Treachery's mechanics are its saving grace. It has what amounts to a die pool system using fudge dice, which I can't say I've seen before. And to be fair, the author does do his own delving into the Sword & Sorcery genre, adding to the material lifted from Sword Noir. I'd be much more enthusiastic about Tales of Treachery had I paid $1.99 for it, but it is a version of fudge/ FATE that I'd like to actually play, which says something.
