The Wraith Player's Guide is a very useful supplement. I'd say it's essential to any second edition players of other old World of Darkness lines as it contains the all-too-familiar merits and flaws, which can really help flesh out characters and make starting characters more unique.
The book also covers three "Forbidden" Arcanoi that are a lot of fun- Flux, Mnemosynis, and my personal favorite Intimation- which can add a little more variety for players who've done everything else. Granted, given the fluff, the last two probably shouldn't be available for starting players, but the fun of the old World of Darkness line is the honest and frequent admission from the writers that the events and stories printed in their books do not have to be the same in your sessions.
The book also contains a chapter talking about the Hierarchy, Renegades, and Heretics. The chapter is particularly excellent because it helps to flesh out the feudal society of Stygia and provide ranks and a more clearly delineated structure of power within the Hierarchy (and has some neat information on the evolution of Thralls as an ideal in Stygia).
There's lots of other goodies in here like additional skills and a handful of new backgrounds, as well as a chapter on the Dark Kingdoms like Swar, the Dark Kingdom of Jade, and more- just fluff here, no rules (look in Wraith: The Great War for foreign Arcanoi)- and some expanded rules for the average Wraith campaign having to do with life sight and other basic Wraith powers, and a little bit on the internet and computers.
This book is perfect for players who've toyed around with Wraith and are looking for a few more goodies to help build richer and more diverse characters, and helpful to players looking to deal with more games involving the Hierarchy. It's hard to go wrong with the Player's Guide. It's practically a companion book to the main rulebook.
Disclaimer: At the time of writing this, there have been many complaints of poor scanner quality for these Wraith pdfs. Some of these pdfs are in a rough state, but White Wolf has been updating the Wraith pdfs lately to digital versions. If your concern lies in the scan quality, this pdf isn't too bad, and White Wolf may- time permitting- have updated the pdf files. I'd recommend the series regardless.
